It was created in 1991 and is responsible for evaluating and appointing composers for the court orchestra, or the Vienna Philharmonic Orchestra. History As a result of the abolition of the World Congress of Music in 1964, the second World Congress of Music ("Wiener Weltmusiktage") was canceled. This had positive and negative effects on music in the city of Vienna. The federation of the Vienna Sinfonietta and the composer Helmut Lachenmann were among the most noticeable losers. In 1970, a survey was conducted among composers to ask them to compile a list of person who were worthy of being commissioned to write orchestral music for the city of Vienna. In 1971, the composer Ernest R. Leedle was appointed deputy of the Austrian government for arts and music, and he decided to establish the "Musikerkommission", which was headed by Hans Swarovsky. The commission met several times per year and began to propose names for commissions for the city of Vienna. The first was Henryk Gorecki. In the year 1976 he gave his first symphony. Other commissions were for the British composer Peter Maxwell Davies, the Finnish composer Jean Sibelius and the German composer Karlheinz Stockhausen.
